Introduction: On July 17th, 2012, the European Commission issued a recommendation in favor of free access to the results of publicly funded research. This poses an important question for public policy: How long can access be paid for before it becomes free of charge? To determine the optimal embargo period, we need to measure the gains and costs of an open-access policy.
