This project forms part of a programme to evaluate the energy-saving certificate scheme, led by ADEME. As part of this programme, the Institute for Public Policy is carrying out two sets of initiatives, which aim to evaluate two aspects of the EEC scheme: EECs relating to the buildings sector and those relating to the industrial sector. The work on the building sector focuses on the residential sector; it examines the effects of EECs on households’ renovation behaviour and energy consumption, and compares these behavioural effects with the scheme’s economic incentives; it examines the consequences of these renovations for the housing stock; and, finally, it seeks to compare the CEE scheme with other support schemes for energy-efficient renovation. On the industrial side, the IPP’s activities within the evaluation programme focus on examining the targeting of the EEC scheme within the industrial sector, and the consequences of using EECs on the economic trajectories of beneficiary manufacturers.
