IPP Policy Brief No. 102, produced as part of the GreenFirms project, funded by Ademe, documents the carbon emissions of French industrial firms and assesses the ‘carbon focus’ of public policy. To ensure the widest possible coverage, the results are based on an estimate of firms’ CO₂ emissions derived from energy consumption data.
The strategy adopted for building a database on the carbon emissions of French industrial firms relies largely on the use of data from the Annual Survey on Energy Consumption in Industry (EACEI) carried out by INSEE. This survey records the consumption of various energy sources by French industrial firms. As the aim is to obtain a measure of carbon emissions at firm level, a number of methodological challenges arise, relating to the aggregation of firm-level data to firm level. Chapter 1 summarises these challenges and presents the solutions adopted, as well as the results obtained. Chapter 2 details the methodology for the Micro-simulation of effective carbon pricing.
