On 17 July 2012, the European Commission issued a recommendation in favour of open access to the results of research funded by public funds.
The question facing public policy-makers is how long access may be subject to a fee before the article becomes freely available. It is therefore a matter of assessing the benefits and costs of such an open-access policy in order to determine the optimal embargo period.
