Context

The aim of this project is to develop a new tool for simulating the French socio-fiscal system based on the analysis of administrative data. The project is of great democratic significance, as it enables reform proposals put forward by civil society as a whole to be examined from a scientific perspective.

There is an urgent need to ‘create better tools for analysing the French socio-fiscal system’, by Antoine Bozio and Yann Coatanlem (Le Monde, 20 January 2017)

Presentation

The project builds on previous versions of the TAXIPP model developed at the IPP and involves the development of a new version of the model that utilises administrative data. These administrative data – access to which is restricted and highly secure – cover tax and social security data, and provide much more precise information on household characteristics than the survey data usually employed. The project aims to carry out a statistical matching of these databases (using data fusion methods) in order to reproduce a consistent distribution of the characteristics of the French population.
