One of the major new features of the 2026 Finance Bill is Article 3, which introduces a tax on the financial assets of wealth management holding companies. No sooner had it been proposed than the measure came under fire from all quarters for its very limited revenue potential, given its apparent ambition to tax the wealthiest individuals. However, this approach does not do justice to the efforts made by the Tax Legislation Directorate to propose a measure designed to become a permanent feature of the French tax landscape. The purpose of this Blog post is precisely to highlight the elements likely to ensure the measure’s longevity, as well as those that risk causing it to fail. For reasons we shall discuss later, this is not intended to provide any quantified figures.
