Context

The Territorial Pilot Scheme Act aimed at reducing long-term unemployment, which came into force on 29 February 2016, established the ‘zero long-term unemployed’ pilot scheme and also provided for its evaluation by a scientific committee. This pilot scheme involves recruiting long-term unemployed people into dedicated companies, known as ‘employment-focused enterprises’ (EBEs), which do not compete with businesses already established in the region.

The project aims to assess the impact on the local economy, as well as the effects on the health and quality of life of the scheme’s beneficiaries.
