Mid-term evaluation of the ADEME aid scheme - Institute of Public Policies

Context

The French Environment and Energy Management Agency (ADEME) is one of the operators of the ‘Investissements d’Avenir’ programme, which aims to stimulate research, development and innovation (R&D&I). Within this framework, ADEME helps to fund projects selected through calls for proposals for the ‘Vehicle of the Future’ and ‘Demonstrator for the Ecological and Energy Transition’ programmes, by means of grants and repayable advances. As this constitutes a ‘large-scale scheme’ given the amounts allocated to this aid and its potential effects on competition, the European Commission requires an assessment of the effects of the aid granted.

Presentation

The aim of this project is to carry out an initial econometric evaluation of the ADEME aid scheme. The objective of the project is to produce an initial assessment of the effects of this aid on R&D&I and on the performance of the beneficiary firms, using various indicators: R&D expenditure, patent applications, employment, etc., using ADEME’s management data matched with external data on the companies. This project will lay the groundwork for a final evaluation, by putting forward recommendations for it.
