Context

The French distinction between disability policies and care dependency policies, which has been the subject of extensive debate, is now a particularly defining factor in access to support for independent living. It raises questions that go far beyond the strictly budgetary issues associated with a possible convergence and provides a fruitful starting point for new research that could guide our public policies.

Presentation

This project offers a comparative analysis of policies relating to disability and those relating to the loss of independence associated with old age, with the overarching aim of analysing the origins, implications and future prospects of age-based segmentation in public policies on independence.
The IPP is contributing to this project in several ways:

  • in the study of income trajectories (theme 2), using the large-scale data matches developed as part of the ‘Income and Disability’ project
  • in the study of conditions of access to benefits (axis 3), through an analysis of the allocation of the GIR (Care Need Group), which determines eligibility for the APA (Personal Autonomy Allowance)
  • and finally, as coordinator and lead partner for research strand 5, which involves developing a microsimulation model of independence benefits covering both disability and long-term care

Method and Data

The Kappa project is led by a consortium comprising nine French research organisations and three associations from the medical and social sector, and is coordinated by the National Institute for Demographic Studies (INED). This work receives government funding administered by the National Research Agency under the France 2030 programme, reference number ANR-22-PAVH-0004.
