Taxipp: version 2.4 is now available online

The IPP publishes a new version of the Taxipp model (version 2.4): the source code and the updated detailed documentation.

Taxipp is the tax and benefit microsimulation model developed by the IPP. It simulates the French households tax and benefit system. The source code of the model is distributed in open source, so that everyone can use it (under the terms of the license of the model, published with the source code), provided the user has access to administrative micro-data used in the model. Access to these data is handled by the Comité du secret statistique (Committee of statistical secrecy). Therefore, Taxipp is dedicated to be used by the research community in order to improve knowledge on French redistribution at large.

This version brings the following improvements.

More accurate and up-to-date measurement of household incomes

  • The use of more recent data waves
  • Improvements related to capital taxation (tax regimes modelling; better imputation of life insurance income).
  • The addition of systematic tests for comparing income distributions between Taxipp and external sources.

Better understanding of the situation of young people

  • Identification of young adults who live independently (people aged 18 to 24 who have their own accommodation but are fiscally attached to their parents’ tax unit)
  • A better simulation of specific social benefits for young adults.
  • An estimate of intra-family transfers received by young adults living independently.

This version 2.4 also incorporates recent tax and benefit reforms and has been made compatible with more recent versions of OpenFisca.

The installation process was also simplified.

Taxipp is supported by the CNRS as part of the SOSI projects, by the ANR through a “Ecoles Universitaires de Recherche” (EUR) funding (ANR-17-EURE-0001). Part of these improvements was also funded by the Fédération des Entreprises Sociales pour l’Habitat (ESH), as part of the work published in the IPP report no. 44 on intra-family transfers received by young adults (“Transferts parentaux vers les jeunes”).
