Assessment of the targeting and impact of France Relance Plan measures to promote decarbonization of French industry

Issues: The Plan France Relance has made decarbonization of industry one of its levers for reducing the carbon footprint of France’s production base. This lever has been activated in the form of several waves of investment aid (calls for projects, over-the-counter aid, etc.). Who uses this aid? What can we say about them? And for what impact? Project description: This project documents and analyzes the impact of decarbonization subsidies on three fronts. On the one hand, it analyzes the targeting and use of France Relance Plan grants for the years 2020, 2021 and 2022, and examines the sensitivity of the expected costs and benefits of these investments to changes in energy prices. Secondly, it documents the effects of previous waves of aid for decarbonization, in particular the Fonds Chaleur administered by Ademe. Finally, it proposes a retrospective analysis of the economic impacts of the France Relance plan’s decarbonization subsidies.
