Context

Personal housing allowances are social benefits closely linked to the cost of housing. They are therefore a component of both housing policy and social policy. The aim of this study is to propose and analyse several options for fundamentally reforming personal housing benefits in order to improve their effectiveness, in light of this dual objective.

Presentation

The aim of this project is to assess the effects of various scenarios for reforming personal housing benefits. Several options are being considered, either by modifying only the formula used to calculate housing benefits, or by seeking to integrate them into various elements of the social and tax system. The reform scenarios are assessed using the TAXIPP model, the IPP’s microsimulation tool.
