This project examines the support and job placement activities carried out by Pôle Emploi advisers, as part of the new range of services for jobseekers introduced in 2013.
Since the first half of 2013, Pôle Emploi has introduced three distinct approaches to monitoring and supporting jobseekers. The ‘Monitoring’ scheme is aimed at jobseekers who are closest to finding work and who are most self-reliant in their job search (between 200 and 350 jobseekers per Pôle Emploi adviser). ‘Guided’ support is aimed at jobseekers who need assistance from their designated adviser in their job search, in particular through personalised contact tailored to their individual needs in terms of both nature and frequency (100 to 150 jobseekers per adviser). Finally, ‘Enhanced’ support is for jobseekers requiring more intensive support, which may be outsourced to private providers (up to 70 jobseekers per adviser).
The new service offering was rolled out across France within a few months, meaning there is no baseline for a comprehensive impact assessment. This project, however, aims to analyse the synergies between the diverse practices of Pôle Emploi advisers and the new service offering for jobseekers: which advisers are assigned to the various forms of monitoring and support, and how does this allocation affect the overall effectiveness of the service provision?
To answer these questions, the project draws on original administrative data from Pôle Emploi to examine, both before and after the reform, the activity of advisers and their effectiveness in terms of job placement, with regard to the three support schemes.
